Canon I: The official name of the church is the Nicene Anglican Church.
Canon II: The corporate seal of the Nicene Anglican Church:
Description:
The seal consists of a shield divided Into 4 quadrants by a Red Cross, resting under a mitre, with a crozier and scepter set behind.
The mitre represents traditional catholic (meaning universal) leadership.
the Anglican symbol in the top left quadrant represents our Anglican Liturgical Form of Worship.
Top right quadrant displays the dove with the olive branch. The dove symbolizes the Holy Spirit, as we are guided by the Holy Spirit to bring the good news of Jesus Christ everywhere we go. The Olive Branch represents Hope.
Bottom Left quadrant shows the Chi Rho with the Alpha Omega. This symbolizes not only our Predenominational lineage, but that we are the "hands and feet of Christ;" the true Alpha Omega.
Bottom Right quadrant displays the Open Bible. This symbolizes that the Living Word is here and now and we are spreading His word to the world.
Crossed behind the crest are the crozier and scepter. These are symbols not only of office, but come from symbols of shepherding the lost sheep; and Apostolic Succession. .
Canon III:
1. The Patriarch:
A) There shall be a Patriarch who shall be the presiding archbishop of The Nicene Anglican Church. .
B) The Patriarch shall have the title “Patriarch”.
2. Ministry of the Patriarch
The Patriarch shall:
i) lead the Nicene Anglican Church in discerning and pursuing the mission of God;
ii) exercise pastoral and spiritual leadership throughout the Nicene Anglican Church and regularly visit every diocese of the Nicene Anglican Church;
iii) exercise a pastoral ministry in particular to the Bishops;
iv) speak and write prophetically to the Nicene Anglican Church, and on behalf of the Nicene Anglican Church to the world, in consultation with the Archbishops and/or the Bishops, and the College of Cardinals or its Council as appropriate;
ix) represent the Nicene Anglican Church internationally and ecumenically
3. Sacramental Ministry of the Patriarch:
The Patriarch is expected to exercise the apostolic ministry of a bishop throughout the Nicene Anglican Church, primarily by teaching and preaching the Word of God in Scripture, and also by:
A) Presiding at the sacraments of Baptism, Eucharist, Confirmation and Ordination during pastoral visits across the NAC,
B) having a visible role in the consecration of newly elected bishops of the NAC,
C) acting as chief consecrator of the National Indigenous Anglican Bishop and the Bishop Ordinary, as required,
D) having a visible role in the installation of Auxiliary and Diocesan Bishops, including, when possible, presiding at their installation, and
E) presiding at all liturgical events of the College of Cardinals and its Council, and all national church events, though the Patriarch may delegate this to another.
Canon IV Bishops
The office of Bishop is a leader among Priests. The bishop is appointed by the Archbishop (as approved by the Patriarch) and consecrated according to the BCP ordination rites in Apostolic succession. Upon consecration, the bishop will be addressed by “Rt. Reverend” (RT Rev), and will be under the direction of the Archbishop of their Archdiocese.
Archbishops are under the direction of the Patriarch, and shall be addressed as “Most Reverend” (Most Rev.).
A bishop:
1. Serves as liaison to the Archbishop
2. Governs dioceses within their region on matters of the church
3. Assists with canon formation and enforcement
4. Preaches, teaches, and lives the Gospel of Jesus Christ
5. Consecrates new deacons, priests, and bishops according to Vocational Commission recommendations and recommendations of the Patriarch.
6. Is not assigned to one specific congregation, but travels to the various dioceses and churches within the diocese.
7. Presides over masses/services
8. Aides with continuing education of priests and deacons and bishops
An Auxiliary Bishop is under the direction of the Archbishop or bishop.
1. Serves as liaison to the Archbishop or bishop
2. Strives to aide and advise the Archbishop or bishop
3. Helps to enforce the Canons
4. Preaches and teaches the Gospel of Jesus Christ
5. Administrational roles include oversight of the dioceses and missions as assigned by the Archbishop or bishop.
6. Consecrates new deacons and priests according to Vocational Commission when assigned by archbishop or bishop
Diocese Bishop is in charge of a local established diocese and is the local “shepherd” of their respective diocese
1. Oversight of their local diocese
2. Oversees local priests and deacons. Ensures the Gospel of Jesus Christ is preached
3. Preaches the gospel and visits local churches under their care
4. Reports to the Archbishop of their respective diocese.
5. May consecrate priests and deacons under the direction of the Patriarch or Archbishop, according to Vocational Commission recommendations.
Term definition: Discernment—only a person called to the priesthood or diaconate by God knows their calling. Discernment will be a time as a postulant for Holy Orders during which the postulant will study Jesus in the Holy Bible and correspond with others in the process. Holy Orders will be issued by a Bishop or Archbishop or Patriarch; upon their calling to ordain the postulant.
Canon V Priest, clergy and Cardinals
1. Be a baptized and professed Christian
2. Confirmed upon the basis of Catechism instruction
3. Clear Criminal Background Check
4. Knowledgeable of the Holy Text of the Holy Bible—Old Testament, New Testament, and Apocrypha
5. Be at least age 21 or older for application and ordination by a Bishop or Archbishop or Patriarch (with Apostolic Succession)
6. Complete a period of discernment to contemplate calling of God to the calling of the diaconate or priesthood
7. Knowledge and time tested to insure proper knowledge and spiritual led before ordination to diaconate or priesthood
8. A Bishop or Archbishop or Patriarch has the right to ordain or refuse a calling
9. Education does not end at ordination. Ongoing education in theology, holy scripture, divine intervention continues throughout life.
10. At any time during ordained ministry, a bishop has the right to withdraw faculties. A priest may appeal such an action to the Patriarch. Through their discernment a priest may continue in God’s service as called.
11. Ordination to the priesthood will follow the order of service as defined in the Book Of Common Prayer
12. After ordination, the priest shall have the title of The Reverend,
13. Priesthood is NOT restricted…male or female; single or married. This is God’s calling to the Holy Priesthood and the church will not supersede God.
14. Priests shall administer the sacraments of Baptism, Confession, Unction, Eucharist, Communion to the sick, Final Rites, and Funerary.
15. Duties shall be performed according to the services described in the BCP and in accordance with the Holy Bible.
16. Once ordained, a priest shall receive faculties from, and be responsible to the Diocesan Bishop.
17. A Cardinal can be any baptized member of the NAC, 21 years old or above, who is selected by a bishop to represent them in the College of Cardinals. A bishop can also appoint themselves as their Cardinal.
18. Cardinals shall serve at the pleasure of the bishop. A “normal term” for a Cardinal shall be considered to be 3 years, at which point a bishop can choose to re-appoint their Cardinal. A bishop may recall a Cardinals appointment at any time .
19. The Patriarch May designate “at large” Cardinals at the Patriarch's discretion.
Canon VI: Orders of Worship
1. The Book of Common Prayer—as a form of service the Book of Common Prayer as used in the Anglican Communion worldwide is the official book of service. Since the NAC is spirit led, the priest or bishop or archbishop, have the right to adapt the form of service using the Book of Common Prayer as a guideline. Things like the Prayers of the People, prayers (in general) and invocation to service may be adapted as the Holy Spirit calls the ordained to lead the people.
2. Local Missals—local missals may replace use of the BCP pending approval of the archdiocese (Patriarch, Archbishops, Archdeacon, Bishop). A local missal is more adaptive to local traditions and languages; and may perform better for a local congregation with allowing their congregants to worship the Almighty Father. The NAC is permissive to using such alternate missals; pending approval of such missal.
3. Language—each diocese and congregation may use the language/dialect of the local area. Services/mass are geared towards communicating the gospel and worshipping God and we will not identify one single language to be used across the NAC.
Canon VII: Brotherhoods and Religious Life
As part of the Anglican Communion, the NAC is open to religious orders and are at the discretion of the Patriarch and the College of Cardinals. As with clergy and deacons and bishops, those in religious life/organizations make vows to God alone. Jesus Christ is the cornerstone of the church.
Canon VIII: College of Cardinals
1. Each Bishop will select 1 Cardinal to Represent their Diocese.
2. The Patriarch May select “At Large Cardinals” at his discretion.
3.. Chaired by the Patriarch for purpose of moderation
4. College of Cardinals will meet to discuss matters of operation with guidance of the Holy Spirit
5. Recommendations to the Patriarch will be made based upon majority. Majority will be reached with no less than 2 votes in favor of the decision.
6. A copy of the minutes will be made available to all bishops within the Nicene Anglican Church, who may share at their discretion.
Canon IX: Continuing Education Plan
Current education practices are accepted through St. Barnabas Seminary. Additional coursework may be accepted at the discretion of the Patriarch and Dean of Vocations.
Canon X: Diaconate
See Canon V sections 1-13 for initial criteria.
1. Shall proclaim the Gospel of Jesus Christ to the church and the world; retains first right of refusal during the Mass.
2. Shall preach a sermon when asked by a Priest, or Bishop, or Archbishop/Patriarch
3. Shall defend the faith with the Word of God
4. Shall setup the altar at communion and assist the priest as needed
5. Dismisses congregants at the end of the mass/service
6. Baptizes in the name of the Father, Son, and Holy Spirit
7. Deacons are responsible to their parish priest and Diocesan Bishop.
Canon XI: Financial Management
Financial management of each individual church shall have oversight by the Priest or Deacon of that church. Each church is also asked to tithe a portion to the Patriarchy in order to fund administrative operations. The church is NOT designed to be a cash hoard but will effectively maintain a positive operation. The church will effectively manage finances and be proactive in the community, help the poor and needy, and support Christ’s teachings.
Canon XII Reception and Recognition of Clergy From Churches with Apostolic Succession
The Nicene Anglican Church will recognize God’s calling upon any person/Clergy. It is at the discretion of the Patriarch to issue clerical rights and allow the clergy to perform rituals and rights equal to their calling. The Patriarch may also refuse or recall any rights to a clergy submitting recognition and transfer to the Nicene Anglican Church.
Canon XIII Discipline
Every church within the Nicene Anglican Church shall be a safe church. There is NO place within the church for discourse to include sexual assault, theft, rape, murder, embezzlement, abuse of any nature including drugs, alcohol, or people of any age.
Violations of this will be reported to local authorities and to the Patriarch and the College of Cardinals. The offender will be placed on administrative leave until an investigation can be completed. Upon a verdict from the investigation, the offender may be terminated; faculties repealed.
The Church shall remain safe for the people of God.
Canon XIV Relinquishment or Abandonment of the Ministry
Any ordained member of ministry (Bishop, priest, deacon) wishing to relinquish ministry or retire must submit a formal request 60 days ahead to the Patriarch. Once accepted by the Patriarch, the relinquishment of ministry will take effect 2 months after acceptance.
Canon XV On Marriage in the Church
Marriage within the church shall follow the order of service according to the Book Of Common Prayer. Marriage shall follow:
1. Marriage counseling with the priest/deacon to help ascertain if the marriage is right for both parties.
2. Marriage shall be witnessed (and blessed by a priest) by any deacon or priest with current faculties from a NAC bishop.
3. Written request to the church requesting marriage and paying reasonable fees for usage of the facilities and staff.
4. Secure the appropriate licenses for the wedding, if appropriate.
5. Service performed.
Canon XVI Vocational Commission
Members appointed to commission will be examining and reviewing those candidates being raised up to seek ordination as a Deacon or Priest. These members will be:
1. In good standing with the Anglican church
2. Baptized
3. Appointed by the Patriarch for a term to serve on commission for 3 years
4. Subject to re-appointment
5. Shall be open to the Holy Spirit and God’s calling of an individual to Holy Orders
6. Shall be prayerfully involved in the discernment of approving a person’s call
7. Will recommend ordination after careful consideration (thorough background check on candidate, interviews, examination of competency)
Canon XVII Dean of Vocation and Academia
1. Appointed by the Archbishop or Patriarch to the position
2. Oversees the education of priests and deacons
3. Reviews education of those coming into the church
4. Researches and approves ongoing theological education
5. Recommends to Vocational Commission about education of candidates
6. Recommends to Bishops and Patriarch of educational issues
Canon XVIII Incardination
All applicants that are in major orders will demonstrate competency in areas including biblical knowledge, ethics, theology, liturgy before being considered eligible for incardination.
All incardinations will be processed through the archdiocese and the office of the Dean of Vocations, and be approved by the archbishop prior to being issued a Letter of Faculties.
A temporary ninety day Letter of Faculties may be issued to an applicant while their application is being processed and they are being tested.
The Dean of Vocations will advise the ordinary as well as the archbishop of the test results.
Letters of Faculties will be issued using the sample at the end of this publication.
A Certificate of Membership will be issued to foreign clergy when they are accepted as proof of acceptance. Distribution will be as for all other certificates.
A Certificate of Incardination will be issued whenever an incardination has been approved. Distribution will be the same as with all other certificates.

2. Marriage shall be witnessed (and blessed by a priest) by any deacon or priest with current faculties from a NAC bishop.
3. Written request to the church requesting marriage and paying reasonable fees for usage of the facilities and staff.
4. Secure the appropriate licenses for the wedding, if appropriate.
5. Service performed.
Canon XVI Vocational Commission
Members appointed to commission will be examining and reviewing those candidates being raised up to seek ordination as a Deacon or Priest. These members will be:
1. In good standing with the Anglican church
2. Baptized
3. Appointed by the Patriarch for a term to serve on commission for 3 years
4. Subject to re-appointment
5. Shall be open to the Holy Spirit and God’s calling of an individual to Holy Orders
6. Shall be prayerfully involved in the discernment of approving a person’s call
7. Will recommend ordination after careful consideration (thorough background check on candidate, interviews, examination of competency)
Canon XVII Dean of Vocation and Academia
1. Appointed by the Archbishop or Patriarch to the position
2. Oversees the education of priests and deacons
3. Reviews education of those coming into the church
4. Researches and approves ongoing theological education
5. Recommends to Vocational Commission about education of candidates
6. Recommends to Bishops and Patriarch of educational issues
Canon XVIII Incardination
All applicants that are in major orders will demonstrate competency in areas including biblical knowledge, ethics, theology, liturgy before being considered eligible for incardination.
All incardinations will be processed through the archdiocese and the office of the Dean of Vocations, and be approved by the archbishop prior to being issued a Letter of Faculties.
A temporary ninety day Letter of Faculties may be issued to an applicant while their application is being processed and they are being tested.
The Dean of Vocations will advise the ordinary as well as the archbishop of the test results.
Letters of Faculties will be issued using the sample at the end of this publication.
A Certificate of Membership will be issued to foreign clergy when they are accepted as proof of acceptance. Distribution will be as for all other certificates.
A Certificate of Incardination will be issued whenever an incardination has been approved. Distribution will be the same as with all other certificates.
